Social by social for a rural community in southern Scotland - tips & hints

I am working with a number of passionate local citizens in a community of about 10,000 people. As a small town in a rural area, they already have a number of ways to engage with the local authority. However they are not always particularly successful.

Does anyone have an example or two of successful campaigns elsewhere to build local town communities using social by social techniques ?
